Pursuant to the terms of the contract, one and one-half percent (1.5%) of all Quarter Horse, Paint, and Appaloosa purses will be withheld (except OKB funds), one percent (1%) to compensate OQHRA for their service to horsemen and one half percent (.5%) to maintain their Benevolent fund.

Pursuant to the terms of the contract, two percent (2%) of all Thoroughbred purses will be withheld (except OKB funds), one percent (1%) to compensate TRAO for their service to horsemen and one percent (1%) to maintain their Benevolent fund.

Any horsemen may express his\her right to be excluded from all OQHRA or TRAO deductions and membership benefits by executing an exclusion form at the horsemen’s Bookkeeper office.

 

STARTER FEE

A starter fee of $5.00 will be charged for each horse starting in a race (except trials). For Thoroughbreds, the money will help fund the Thoroughbred Political Action Committee (T.P.A.C.), for Quarter Horse, Appaloosa, and Paint the money will help fund the Oklahoma Quarter Horse Racing Pac (O.Q.H.R.P.). Any Owner desiring not to participate in contributing to the respective P.A.C.’s may exercise his/her option not to participate by signing an exclusion form and providing it to the Horsemen’s Bookkeeper.

 

TRACK RULES AND GENERAL INFORMATION

ALSO ELIGIBLE LIST:  When a horse on the also-eligible list is drawn into the body of a race as a result of being on the also-eligible list: Quarter Horses, Paints, and Appaloosa horses will run from the post position of the entry they are replacing in the body of the race. Thoroughbreds will draw in to the outside position.

 

NAMING OF RIDERS: Trainers must name a rider and a backup rider at time of entry. If both jockeys “take off” at the draw, the horse will be “left open” on the overnight. Trainers must name a rider for “open horses” on the overnight by scratch time (Saturday for Thursday, Sunday for Friday, Thursday for Saturday, or Friday for Sunday). The Stewards will name riders for all horses “remaining open” at scratch time according to the schedule above. All subsequent rider changes after scratch time will result in a “double jock mount”.

Race Days:  5:00 p.m. to last race – CLOSED MONDAY & TUESDAY

 

TRACK HOURS: 7:00 a.m. to 10:30 a.m. daily except Monday

CLOCKER: 7:00 a.m. to 10:30 a.m. daily except Monday

 

SCHOOLING RACES: For schooling races to occur there must be a minimum of 45 horse’s entering. A schooling race fee of $50.00 per horse will be assessed. Schooling races are scheduled for Wednesdays, June 2, June 16 and thereafter as determined by need. Enter on Sunday for Schooling races.

 

 

HEALTH PAPERS

Pursuant to requirements of the Tulsa County and State Fairs, whether sta­bled or hauled in, all horses must have a negative to an Agar‑gel  immunodiffusion or ELISA test for EIA (Coggins) drawn after July 25, 2009. The Coggins Certifications are to be submitted to the Racing Office along with the Certificate of Foal  Registration. To receive a preference date the foal papers must be accompanied by a current Coggins Certificate good through July 25, 2010. All horses entering Oklahoma within the past 30 days must have a valid Health Certificate dated within 30 days from the Out of State location to the destination in Oklahoma.

 

SALIX

Furosemide (Salix) will be allowed as a race day medica­tion pursuant to OHRC rules and must be declared at time of entry.

 

LICENSES

 

The Licensing procedures required by the Commission for all participants must be completed prior to starting the horse and shall include all registrations, statements and payment of fees.

                                                                                   

RACING OFFICE

The Racing Secretary reserves the right to require the Certifi­cate of Foal Registration be filed with the Racing Office upon arrival of the horse if arrival is before entry. The ORIGINAL Coggins certificate must be on file in the racing office to be eligible to run in claiming races.

After certificates have been filed with the Racing Secretary listing their owners, no horse will be transferred to another trainer or owner (unless claimed during meeting) without permission of the Stewards.

Only the trainer of record can check out or authorize the checking out of Certificates of Foal Registration. The Racing Secretary is to be provided a signed permission from the trainer of record allowing an owner or an owner's authorized agent to check out or have mailed the Certifi­cate of Foal Registration. Telephone authorizations will be accepted with proper identification.

Fair Meadows at Tulsa reserves the right to cancel or change the date of any race or stake prior to the actual running thereof without liability except for return of any horsemen's fees, nomination fees or entrance fees which may have been paid.

Any horse which is in the body of a race may not be sold or transferred until that engagement is completed, except with the permission of the Stewards.

Winner or non‑winner of a stated sum means winner or non‑winner of a single race of that gross value to the first place horse. Earner or non‑earner of a stated sum means earner or non‑earner of total monies earned in the horse's lifetime.

Trainers are responsible for claiming preference dates, weight allowances and medication at time of entry. Trainers, when entering, are cautioned to check carefully as to the eligibility and allowances claimed. Under OHRC Rules of Racing, the trainer and owner are responsible for the weight the horse carries. An effort will be made by the racing office to check eligibility and weights; however, responsibility for correct information and eligibility remains strictly with the trainer.

A horse must be eligible for the conditions of a race at the time of entry and at the time of starting

Horses not entitled to first weight allowance in a race are not entitled to any subsequent allowances.

The starters for a race shall be determined by lot in the presence of OHRC licensed horsemen and a Steward or Steward's designee. The same method shall be employed in determining the starters and post positions that are divided.

No entry will be received except upon the condition that all disputes, claims, and objections arising out of the race or with respect to the interpretation of the conditions of any race shall be decided by the Stewards.

                                                                           EQUIPMENT

Any change of equipment on a horse from its previous start at any other race meet must be declared at the time of entry. A change of equipment must also be approved by the Starter for any horse that has previously competed at the current race meet. It is the trainers responsibility to claim any equipment change at time of entry, failure to do so will result in said horse racing in previous equipment. No horse shall be shod with turn downs.

The following shall be prohibited on the front shoes of Thoroughbred horses while training and/or racing:

            1. toe grabs with a height of greater than 2 millimeters;

            2. bends;

            3. jar caulks;

            4. stickers; and

            5. any other traction device worn on the front shoes.

Bar shoes may be used only with the consent of the Board of Stewards, and permission to discontinue their use must be obtained from the Stewards.

THOROUGHBRED WORKOUT REQUIREMENTS

  1. Horses which have an official start but not within sixty (60) days of a race must have one (1) approved published work within sixty (60) days of a race.
  2. Horses which have an official start but not within one (1) year of a race must have two (2) approved published works within sixty (60) days of a race.
  3. Prior to entry, first time starters must receive approval from an OHRC licensed starter. In addition, 1st time starters must have two (2) approved published works within sixty (60) days of a race, one (1) of which must be at least three (3) furlongs from the starting gate with company.
  4. Any horse that works at an OHRC licensed racetrack must be identified to the Gap Attendant or Starter by name, type of workout, and distance. Failure to report this information will result in referral to the Stewards.
  5. Horses must have the original foal certificate or a photocopy of the original on file at the facility where a timed work is conducted before receiving an approved published work.

QUARTER HORSE, PAINT, and APPALOOSA WORKOUT REQUIREMENTS

  1. Horses which have an official start but not within sixty (60) days of a race must have one (1) approved published work within sixty (60) days of a race
  2. Horses which have an official start but not within one (1) year of a race must have two (2) approved published works within sixty (60) days of a race, one of which must be from the starting gate.
  3. Prior to entry, horses wishing to race around the turn for the first time must work from the starting gate around the turn (with company) and receive approval from the starter and clocker within sixty (60) days of a race around the turn
  4. Prior to entry, first time starters must receive approval from an OHRC licensed starter. In addition, 1st time starters must have two (2) approved published works within sixty (60) days of a race, one of which must be in company from the starting gate. Said horse must also be approved by the clocker as having obtained a minimum speed index of 30 on the straightaway.
  5. First time starters which have been approved in a schooling race at an OHRC licensed racetrack within sixty (60) days of a race may forego the requirements of section (D).
  6. Horses unable to start within sixty (60) days of their approved schooling race can update the schooling race (not to exceed thirty (30) days) with an approved published work from the gate.
  7. Any horse that works at an OHRC licensed racetrack must be identified to the Gap Attendant or Starter by name, type of workout, and distance. Failure to report this information will result in referral to the Stewards
  8. Horses must have the original foal certificate or a photocopy of the original on file at the facility where a timed work is conducted before receiving an approved published work.

                                                                                   

PONY PERSONS

All persons ponying horses during the races shall use an official FMT saddle towel and official FMT Pony shirt. These items are available at the FMT Security office. In addition pony persons must wear a clean white helmet cover and helmets must be properly fastened.

                                                                     ELIGIBILITY RULES

Entries will not be taken for:

1. Maidens six (6) years old and older.

2. Entry of an ineligible horse is subject to disciplinary action by the Stewards        

3. The Racing Secretary and/or Stewards will maintain a poor performance list and such horses may be denied entry and asked to vacate their stalls.

                                                                                   

ALLOWANCE CONDITION PREFERRED

Where applied means horses that meet the allowance condition of the race are preferred over horses that do not.

In addition allowance wins in 2009 and 2010 are preferred over allowance wins prior to 2009.

                                                                      DOUBLE ENTRIES

In no case shall more than two (2) horses having common ties through ownership, training, or lease be entered in a  purse race (overnight). When making a double entry, the second same owner entry drawn shall have no preference over any single entry in purse races, excepting a preference over a “in-today” horse. If horses are entered in the same race owned wholly or in part by the same Owner, then that entry shall be coupled for wagering purposes. At the time of entry, a preference must be made to the end that each interest may have an entry in each division should the race be divided. For different Owners, an organization licensee, with approval of the Stewards, may allow for each entrant to have an equal shake to draw into a race providing the horse(s) have preference. Horses with identical ownership interests regarding prepayment, nomination, and stake races must be coupled in races which have incremental purse payout from first to last. If a race is to be divided, an additional conditional entry may be accepted from any interest. Each such entry may have a joint entry. All divided races will be considered separate races.

                                                                                   

PREFERENCE DATE SYSTEM

1. All foal certificates registered with the Racing Secretary prior to 12:00 p.m., Tuesday, June 1, 2010 will receive a corresponding entry date which is the lowest possible date. To receive a preference date the foal papers MUST be accompanied by a current Coggins Certification good through July 25, 2010.

2. Foal certificates registered with or received in the mail by the Racing Secretary on or after June 1, 2010 at 12:00 p.m. will receive an entry date corresponding with the day foal certifi­cates were checked into the Racing Office.

3. After foal certificates are registered with the Racing Office and entry date established, the horse will retain this entry date until the horse actually draws into a race.

4. Once a horse draws into a race he will receive a running date corresponding to the date of the race. Each time a horse races, his date will change to correspond with his newest running date.

5. The preference date is in order of the oldest date having preference. In cases in which an entry date and running date are the same, the entry date will take preference over the running date.

6. Horses which are scratched will receive a corresponding scratch date. In cases where a race date and a scratch date are the same, the race date will have preference over a scratch date.

7. Stakes, Invitationals, Handicaps and Trials will not be governed by the preference date system.

8. Horses with dates established which re‑enter but do not get in, will keep the date previously established.

9.  All non‑maiden races are winners preferred (no exceptions).

10.  Preference dates will not supersede conditions of the race.

11. Horses placed on the Steward's, Veterinarian's, or Starter’s list at any OHRC licensed pari‑mutuel facility will be denied entry until approval to enter is granted. The horse's previously established preference date will not be affected.

12. Preference dates will remain with the horse regardless of changes in ownership or trainer.

13. In any matter of discretion concerning the preference date system, the Steward's decision will be final.

14. Trainers are responsible for claiming preference dates at time of entry.

15. Horses which have established a preference date at Fair Meadows will lose that preference date should the papers be withdrawn from the Racing Office. Unless a horse's papers are withdrawn from the Racing Office for just cause (i.e. correc­tions, change of ownership, stake races in Oklahoma, or after entering a race but not drawing in, etc.)  The Racing Secretary may determine the status of the preference date estab­lished.

16. Quarter Horse, Paint and Appaloosa ownership transfers MUST BE sent in by the Racing Secretary to keep from losing your date.

CLAIMING

ATTENTION HORSEMEN: The original Coggins Certificate must be on file in the racing office to be eligible to run in claiming races.

Funds to Claim a Horse must be deposited with the Horsemen's Bookkeeper at least 30 minutes prior to the scheduled post time for the first race of that day.

ON GROUNDS TRAINERS

You are responsible for stripping your stalls before leaving the grounds. Failure to strip the stalls could affect your ability to get stalls on grounds next year

OKLAHOMA BRED

All horses to start as accredited Oklahoma‑bred in Oklahoma‑ Bred races must have the horse's Certificate of Foal Registration stamped as such and be registered with the official Oklahoma‑Bred Regis­tering Agency.

Fair Meadows reserves the right to give preference to accredited Oklahoma‑Bred horses in making stall assignments and/or require a stable to have a minimum number of accredited Oklahoma‑Bred horses to obtain stalls.

Note: All Oklahoma-bred funds are subject to OHRC approval.

 

SILKS

Fair Meadows at Tulsa uses house colors and will not accept or use individual owner’s silks.

 

HORSEMEN’S BOOKKEEPER

The jockey fee shall be considered earned when the jockey is weighed out by the Clerk of Scales, unless, in the opinion of the Stewards, such jockey capable of riding elects to take himself off the mount without proper cause. The owner and anyone else authorized to receive payment from the Horsemen's account are required to furnish the Bookkeeper with appropriate social security numbers and current addresses.

 

KNOWLEDGE OF RULES

Every licensee, in order to maintain their qualifications for any licenses held by them, shall be familiar with and knowledgeable of Track and Commission Rules, including all amendments thereto. Every licensee is presumed to know the Rules. 

JOCKEY EQUIPMENT

Flak Jackets and helmets shall be mandatory equipment for all jockeys and exercise persons.

 

HELMETS

All persons mounted on a race horse within the enclosure or riding any horse on the track during racing hours when pari-mutuel wagering is being conducted shall wear a properly fastened safety helmet. All safety helmets are subject to approval of the Stewards.

MEDICATION (325:45-1-6)

The presence of anabolic steroids in a race horse is strictly prohibited except for the presence of the following approved anabolic steroids at plasma/serum levels below Commission sanctioned thresholds: 1. Stanozolol (Winstrol); 2. Boldenone (Equipoise); 3. Nandrolone; and 4. Testosterone.

 

 

 

 

 

 

DELIVERY OF CLAIMED HORSE TO TEST BARN (325:30-1-13)

If a claimed horse is required to be taken to the test barn for post-race testing, the original trainer or his\her representative shall maintain physical custody of the claimed horse and shall observe the testing procedure and sign the sample tag. The successful claimant or his\her representative shall also accompany the horse to the test barn. At such time as the horse is released by the official veterinarian or his designee, physical custody of the horse shall be passed to the successful claimant or his\her representative. It shall be the responsibility of the successful claimant to have a representative present at the test barn to take possession of the horse at that time.

 

ENTRY OF CLAIMED HORSE (325:30-1-17)

A horse claimed out of a race shall be eligible to race at any racing organization within the State of Oklahoma immediately or in any other state after the end of the race meeting where the claim occurred. A claimed horse shall not be eligible to start in any other claiming race for a period of thirty days exclusive of the day such horse was claimed for less than the price for which the horse was claimed. A claimed horse, with permission of the Stewards at that race meeting, may be allowed to participate in stakes or nomination races in other jurisdictions. A horse claimed in another racing jurisdiction is subject to the eligibility requirements for the claimed horse in effect at the time of the claim in the jurisdiction in which the horse was claimed.

Any Thoroughbred horse claimed at a race meeting in Oklahoma shall not be eligible to start in a claiming race in which the claiming price is less than 25 percent more than the price at which it was claimed for a period of 30 days, exclusive of the day the horse was claimed. A claimed Thoroughbred horse shall be eligible to enter a race whenever necessary so that the horse may start on the 31st day following the claim, for any claiming price.

Any Thoroughbred horse claimed at a race meeting in Oklahoma will not be eligible to start in any race, exclusive of a stakes race, at any other tracks until the end of the race meeting at which the horse was claimed. A claimed Thoroughbred horse may, however be granted approval to compete in stakes races at other tracks during this time period if granted permission by the Stewards at the track the horse was claimed.

ALTERING SEX OF HORSE (325:35-1-6

Pursuant to this rule; trainer shall immediately report to Racing Secretary and Horse Identifier and alteration of the sex of their horse registered to race at any race meeting.
